Setting that BITS service to always start and installing an update for Windows Updater allowed for a large amount of important and recommended updates to start flooding through Windows Updater. Somehow, the Background Intelligent Transfer Service was set within the Windows Task Manager / Services tab as having a delayed start but was never actually starting up for me.
